(Peoria, IL)  --  Caterpillar won't be coming to Illinois.  The company says it will be building its new North American plant closer to its division headquarters in North Carolina.  Caterpillar says it's concerned about the business climate in Illinois.  The plant would have brought about a thousand jobs.
